Tortuga has a faction vendor for reputation & buying, not selling.

The Buyer for each faction, the NPC that buys items from the player, can only be found on the main base island for that faction.

I see “could be sold to….buccaneers, smugglers, or people of Tortuga.” No one at either of the camps or in Tortuga buys these. I only have the option to buy FROM them.
