This side quest becomes available after you complete the main story arc at Goron City. However, there’s nothing stopping you from getting this item much earlier. The caves entrance is initially blocked by boulders, which you need to destroy in order to access. Once the boulders are destroyed you can simply wall inside and grab the chest.
