For this one you will need to use the hand to grab the floating platforms near the tower. Grab the lowest platform and put it under the second lowest platform. Now you can shoot up through the first and second one. On top of the second one you will find some rockets you can use.
You can attach these to the platform and it will launch you into the sky near the top of the tower. Once you are at the top, take the platform off of the top of the tower. Return to the surface and talk to the man to activate the tower. Hop inside and you can soar into the sky and go searching for you next tower.
