In order to gain access to the Euphoria Coast Automech Repair Center, you need to find an Access Pass. This is a unique item that convinces the guards to let you enter the center.
To obtain this item, you need to travel to the far West side of the map, to the Ministry of Accuracy. Once inside the Ministry of Accuracy, head to the large building at the back. There are several floors in this building. Simply climb to the top, using all of the computer terminals as you go. Once you reach the last terminal, you can print an Access Card.
From there, simply return to the Euphoria Coast Automech Repair Center and speak with the guards to gain entry. This is how you unlock the technology to survive the zyranium zones.
